Google Web Designer - useful to help you create Google AdWord Display ads as well as HTML5 animated ads

Adobe Illustrator - Great for creating illustrations and can be a good tool for creating Google Display Ads using artboard in versions CS6 and higher. Just make sure that each artboard has its own unique elements and that you aren't working off one outline otherwise you can run into trouble trying to finalize a professional design due to a lack of flexibility.
